Although most time-frequency analysis methods assume frequency stationarity, there are several ways to measure the time-varying changes in dominant frequency within a restricted range (e.g., within the alpha band). Instantaneous frequency ("frequency sliding") is one of those methods. It is about 20 minutes long.
